European Council on Tourism and Trade high level delegation opens his visit on SILK ROAD with a three -day stop over in Almaty, on Monday April 20, 2015, to observe the potential role of the city as the starting point of SILK ROAD touring program.
It is worth mentioning that Almaty is also a strong candidate for World Winter Olympics of 2022.
Almaty-the starting point of ECTT Silk Road visit in Kazakhstan
The visit is part of a larger tour to assess the region role in international tourism and the chances to revive a Silk Road of tourism in XXI century with the support of European Council on Tourism and Trade prowess.
Almaty, known as the gate to the ancient Silk Road and crossroad between Europe and Asia, is competing against Beijing in a race that was reduced to two candidates after the withdrawal of four bidders because of financial and political concerns.

The 5-member ECTT promotion commission, chaired by ECTT President Anton Caragea, will visit the proposed sports venues and meet with Kazakhstan government leaders to discuss their plans and promotion strategies in case of wining the bid.

During last year`s European Council on Tourism and Trade has successfully supported Dubai as candidate city for World Expo 2020,Astana as host of World Expo 2017, both, candidatures crowned with clear successes.
We have to asses the growing demand for winter sport infrastructure in the region, but also the significance and relevance for the host city and region, and country of hosting winter games and sporting events, President Dr. Anton Caragea said.
Almaty must be marketed as a clean, open, friendly city, with sophisticated touristic and sport infrastructure, with incredible landscape and powerful history, offering true winter conditions and plenty of real – not man-made – snow.
Almaty city is presenting the most compact bid in three decades, with all venues within a 30-kilometer (18-mile) radius of the Olympic Village.
Almaty has a projected a budget of $1.859 billion and an adjacent infrastructure budget of $1.636 billion.

The discovery tour and familiarization trip by European Council on Tourism and Trade high level delegation will concentrate on the SILK ROAD in XXI century on the territory of Kazakhstan.

The familiarization trip of European Council on Tourism and Trade will start on the Mountain of Tien Shian slopes where Almaty, former capital of Kazakhstan is bidding for hosting the Olympics Games.
Almaty can become the starting point of a shorter version of Silk Road offering a venue for visiting Taraz, a cultural center connected with Central Asian folklore and the legend of Aisha Bibi and perfect equipped center for visits to the natural reserves of the area: Zhungar gates, Taskarkum, Ili delta, Balkhash, lltyn Emel National Park, Koksu Valley and Khan Tengri.
Kazakhstan has constructed a perfect infrastructure for tourists to exploit the Silk Road in comfort.
Another stopover for European Council on Tourism and Trade will be the modern city of Chimkent, that can offer to tourist the modern facilities and help them to discover the magic lands of Otrar, Sayram 9the 11 century center of Nestorians faith and the mausoleum and mosque of Aristan Bab.

The familiarization trip will continue towards Sauran-the former capital of White Horde and will be finalized on the ancient wall city of Kyzylorda, on the legendary banks of Syr Daria River.
The ten days familiarization trip of European Council on Tourism and Trade will be the main event in promoting the Silk Road program in 2015 and in offering limelight to the region and the necessary imagistic support for the development of tourism in South Kazakhstan.

Amongst Central Asian nations Turkmenistan is making headway with Ashgabad becoming the first ever city recognized as WORLD CAPITAL OF CULTURE AND TOURISM and President Gurbanguly Berdimuhamedov named as Academician of European Tourism Academy and recognized as a World Leader in Tourism (2011).
With European Council on Tourism and Trade support and promotion Turkmenistan registered more than 1 million tourist`s per year.
ECTT President and Minister of Economy of Turkmenistan are holding regular consultation.
Turkmenistan is also receiving on yearly basis since 2010 an European Council on Tourism and Trade delegation for a familiarization trip.

The European Council on Tourism and Trade delegation was received by Turkmen Parliament Presidency and hold talks at Ministry of Foreign Affairs and Ministry of Economy of Turkmenistan.
The parties had agreed on intensifying the bilateral relation, the tourism relation`s between Turkmenistan and European Council on Tourism and Trade being considered as excellent and was emphasized the need to foster economical cooperation dimension on bilateral relations.
During the dialogue with Turkmen authorities H.E. Professor Dr. Anton Caragea, President of European Council on Tourism and Trade was presented with the framework of State Committee for Tourism of Turkmenistan, who was established in 2012 and to the significance of the Committee for the Awaza National Tourist Zone.

During two days (20-22 March 2015), European Council on Tourism and Trade had become the capital center of sparkling wine makers and sparkling wine lovers in search of the best sparkling wines that Europe and the world can offer.
Good Wine March 2015 edition, had offered for a delegation of wine experts, parliamentarians and diplomats from European Council on Tourism and Trade the opportunity to taste and appreciate the European sparkling wines on display and to carve up a top of Best European Sparkling Wines of 2015.

Concluding the wine tasting session, at Good Wine March 2015, the diplomats, lead by Professor Dr. Anton Caragea, President of European Council on Tourism and Trade put on their favorite list the sparkling wines: MUSCAT OTTONEL (first place), on the second place stood the sparkling wine combination of Muscat Ottonel and Royal Girl (Feteasca regala) and finally the new comer in the competition: Babeasca Sparkling Wine (Old Lady) from Casa Panciu (third place).
The diplomats involved in the tasting had encouraged the European sparkling wine producers to increase the wine quality by producing more sweet and semi-sweet sparkling wines, the perfect combination that already conquered the European markets for a consistent export and presence of European wines on international markets.

European Council on Tourism and Trade is dedicated to support and promote the European traditions and to popularize the European products and craftsmanship across the world.
European wines are a symbol of european long history and tradition and as such an integral part of the mission of European Council on Tourism and Trade promotion activities.
In order to promote and protect the winemaking legacy of Europe, two times a year, ECTT is organizing an International Wine and Tourism Fair.
The first of this year events was held beginning with 21 March 2015 at the Romexpo Hall in Bucharest.
On this occasion, Professor Dr. Anton Caragea-President of European Council on Tourism and Trade, accompanied by a delegation of parliamentarians and diplomats had opened the Venue and visited the stand of CASA DE VINURI COTNARI (COTNARI HOUSE OF WINE) the creator of EUROPEAN DIPLOMATIC WINE for 2015.
COTNARI HOUSE OF WINE had presented, on the opening of International Wine Fair GoodWine, a selection of the best wines of 2015: the BUSUIOACA DE BOHOTIN (Bohotin Basilicum)-COLLOQUIUM IN PARIS wine, who conquered the public with his pungent aroma, fine pearled image and the apple and fruity dominated taste a wine nearing perfection and marked with 98 points out of 100 for the flowery flavor.
The wine presentation continued with another star of COTNARI-DIPLOMATIC WINE: the Rose Wine from Dominium (Domenii) series of COTNARI HOUSE OF WINE and the Black Girly (Feteasca Neagra) from Dominium, launched in the spring of 2014.

On March 18, 2015 will be celebrated for the second time, across the world, the International Day of World Protected Areas and National Parks.
After being held for the first time last year at the indications of European Council on Tourism and Trade Last, efforts are made to proclaim it as the International Day at the 70th General Assembly of United Nations (UN).
In 2014 the day was dedicated to the efforts in tourism and environmental protection of Peoples Democratic Republic of Laos and in 2015 the model of tourism and protection of national parks of Zimbabwe will be highlighted.
The Day of 18 March is to be marked every year to underline the importance of world protected areas and natural parks in the conservation of bio-diversity, in promoting environmental protection and awareness and avoiding economic exploitation and depletion of this areas.

According to the decision from 18 March 2013 of European Council on Tourism and Trade President Office, each year on 18 March, the world will celebrate world protected areas and natural parks and will raise awareness of the importance of every country establishing such areas and register them in a word data base and to control the economic activities in this areas and also support and promote tourism in this areas as a powerful economic promotion tool.
The decision decree of European Council on Tourism and Trade President, Professor Dr. Anton Caragea remarks the fact that: 18 March is a day of action, for the establishment and protection of world natural areas, for the promotion of bio-diversity, as a powerful promotion tool for tourism activities.
Also is worth considering that according to the executive order, all the tourism prizes and recognition offered by European Tourism Organization will have to incorporate the respect for world protected areas and natural parks.
The country celebrated today across Europe is the Republic of Zimbabwe, the receiver of WORLD BEST TOURIST DESTINATION AWARD for 2014.
Zimbabwe had actively tackled the issue of natural areas protection and the title was regarded as an encouragement for continuing actions on the field of world natural protected areas.
The 2015 recipient of WORLD BEST TOURIST DESTINATION will also have to endeavor to promote bio-diversity protection or to support the establishment of natural protected areas and parks, as a tool for protecting nature and supporting sustainable development stated Professor Dr. Anton Caragea.
The event held on 18 March 2015, had united under the title of International Day of World Protected Areas and National Parks more than 26 ambassadors and diplomatic envoys to the headquarter of European Council on Tourism and Trade.
The event contained a speech by Professor Dr. Anton Caragea, ECTT President reflecting the importance of world protected areas and natural parks, the screening of a movie regarding ZIMBABWE- WORLD BEST TOURIST DESTINATION FOR 2014 achievements on the field of natural conservation.
Other allocutions where held by Academician Mircea Constantinescu, European MP`s: Steliana Miron, Ionita Dan, Marcel Dumitru Bujor etc. and by presentations of the environmental situation in their country held by the ambassadors of Morocco, Malaysia, Macedonia and Cyprus etc.
The second world celebration of International Day of World Protected Areas and National Parks, inspired by Professor Dr. Anton Caragea-Goodwill Ambassador for World Protected Areas and National Parks was dedicated to attract the world attention to the issue of establishing and protecting natural areas and parks for the benefit of future generation and as an intricate part in sustainable development and in tourism development.
In the concluding part of the meeting a congratulatory message was adopted to President Robert Mugabe of Zimbabwe, the receiver of WORLD BEST TOURIST DESTINATION AWARD IN 2014 and the President of African Union urging further cooperation on tourism and environmental issues.

WORLD BEST TOURIST DESTINATION AWARD had become a center of international tourism recognition in the last span of time.
After obtaining the highest world tourism accolade in 2012, the nation island of Trinidad and Tobago becomes the only Caribbean nation that registered tourism increase in the region.

In total 14 cities and region`s from across the globe, aspire for the world famous designation.
Professor Dr. Anton Caragea had stated that: the evaluation process is already started and it is an ongoing research and decision activity.
We will have also countries that will be approach by us, to take part in the selection process, in order to obtain a balanced geographical distribution of the winners of WORLD BEST TOURIST DESTINATION and we will consider as always where we can have the biggest impact in promoting a new destination like in Trinidad, in promoting rural and social tourism, like in Lao PDR or rebranding a country and reasserting it in the world tourism field like in Zimbabwe case.

European Council on Tourism and Trade (ECTT) President offered his high patronage to the Wine and Tourism International Fair-GOODWINE and on 6 December 2014, His Excellency ECTT President- Dr.Anton Caragea opened the official ceremony to present to the public the BEST EUROPEAN WINE FOR 2015 and to uncover the names of the BEST WINEMAKERS OF THE YEAR.
Appealing to wineries, wine & tourism association, wine destination marketing organizers, media and wine tour operators, the annual Wine Tourism Conference provides hard information abou the important and growing industry of wine tourism and provides a forum for leaders in the wine tourism industry. Wine tour operators represent a significant number of WTC-GOODWINE attendees.
The ceremony is instrumental for HORECA and tourism industry representatives in keeping in touch with the news and the best wine producers from Europe in order to present this product`s for trade, for tourism events and for leisure and for the full comfort of the clients.

The EUROPEAN DIPLOMATIC WINE selection is destined to present to the world the main values of European wine culture for 2015 and will represent the embodiment of the BEST EUROPEAN WINES FOR 2015.

On the second place, the commission had appreciated the aroma and taste of the unique Grasa de Cotnari and finally the first place was given to the aromatic wines from Tămâioasă Românească and Busuioacă de Bohotin assortments.
The final phase of the competition had decided the winners as being on the III-rd place, the only red wine from COTNARI HOUSE OF WINES production was selected the dry Feteasca Neagra (Black Girl) from Dominium Cotnari.

On 26 of November 2014 the President of European Council on Tourism and Trade (ECTT) and Kazakhstan Ambassador-Daulet Batrashev discuss the new economic policy of Kazakhstan centred on the development of tourism, infrastructure and trade and publicly announced by Kazakhstan President-Nursultan Nazarbayev on 11 November 2014.

Nurly Zhol – The Path to the Future
President Nursultan Nazarbayev a pillar of stability and the creator of modern Kazakhstan
The world is facing new challenges and threats today. The world economy has still not recovered from consequences of the global financial and economic crisis. The recovery continues at a very slow and uncertain pace, and some countries remain in decline. The geopolitical crisis and the sanctions policy of the leading powers create an additional obstacle for the recovery of the world economy.
From my experience, I feel that the years to come will become the time of global trials. The entire architecture of the world will be changing. Not all countries will be able to get through these complications in a decent manner.
Only strong states, with their people united, will manage to do that. Kazakhstan, as a part of the world economy and a country located very close to the epicentre of geopolitical tensions, is experiencing negative pressure from all these challenges. We see the results: prices in global markets are dropping, and general economic growth is slowing down.
As is known, the forecasts of the development of the global economy for 2014 and the next two years were revised downward by the International Monetary Fund and the World Bank. That means we need to revise our own plans, and make adjustments for the coming period. There is no time for hesitation. The measures I will talk about today will be implemented from January 1, 2015. We must promptly take all the possible measures to prevent negative trends.
Today the Government is already working quickly at my order. We have revised the parameters of the republic’s budget for 2015. And this is right, as the drop in prices of our export raw materials has led to the reduction of the flow of money to our income. At the same time, the Government have a tough yet specific task: it must fulfil all social liabilities in full.
In a crisis, as we’re seeing the world over, economic policies must be re-evaluated. The sectors that need support are those which create the highest multiplier effect on economic growth and employment. We have already had such an experience. Suffice it to recall our successful anti-crisis measures in 2007-2009. As you see, life makes adjustments to the best laid plans. And we should add new content to the platform of our party based on today’s reality.
On my orders, the Government has completed the development of a new large-scale development programme. Today, as we respond to the challenges we face, I proclaim Kazakhstan’s New Economic Policy “Nurly Zhol” (The Bright Road). This is what I devote my state-of-the-nation address for 2015. The policy will have a counter-cyclical character and will be aimed at continuing structural reforms in our economy. What does this mean?
Over the years, when the situation in external markets was favourable, and the price of oil and our export products were at sufficiently high level, we diverted revenues from those exports to the National Fund. One of the main tasks of the National Fund is to increase resistance of our economy to external shocks, including when prices of natural resources drop.
We were putting income from extraction and sales of raw materials into this Fund during all these years. We used 10 billion US dollars out of the National Fund to fight the crisis of 2007-2009. As for the rest of the money, we have not spent it. We saved and multiplied it. Now we are in the period when we must use these reserves. They will help overcome uneasy times and stimulate the growth of our economy. These resources are not intended for short-term measures. We will spend them on the transformation of our economy, namely – the development of transport, energy, industrial and social infrastructure, and small and medium businesses.
In February, a decision was made to allocate one trillion tenge from the National Fund to support economic growth and employment in 2014-2015 in two tranches of 500 billion tenge. To finalise the initiated projects and resolve pressing issues, I have instructed the Government to divert the second tranche of 500 billion tenge from the National Fund to the following goals:
First, 100 billion tenge should be additionally allocated to issue easy-term loans to small and medium businesses, as well as large enterprises. This will secure the implementation of projects in the food and chemical industries, engineering, as well as the service sector.
Second, to revive the banking sector and buy out “bad” loans, I have ordered additional capitalisation of the Fund of Problem Loans in the amount of 250 billion tenge in 2015.
Third, to raise new investments, we need to improve respective conditions. For these purposes, I have ordered the government to allocate 81 billion tenge in 2015 to complete the construction of the “dry port” complex, the infrastructure of the special economic zones at Khorgos – East Gate and the National Industrial Petrochemical Technological Park in Atyrau and Taraz.
Fourth, to continue the construction of the EXPO-2017, I have ordered the allocation of 40 billion tenge in 2015 adding to the already allocated 25 billion tenge.
Fifth, on the eve of EXPO-2017, we need to take care of the development of Astana’s transport infrastructure. This year the capital airport will reach its maximum capacity – 3.5 million people. Therefore, to increase its potential, I have ordered the allocation in 2015 of 29 billion tenge on the construction of a new terminal and a reconstruction of the landing strip. This will allow us to increase airport capacity to 7.1 million of passengers per year by 2017.

Dear people of Kazakhstan,
In view of new external risks for the development of our economy, we need new initiatives to stimulate business activity and employment. The Infrastructure Development Plan, which I want to make public today, will become the core of the New Economic Policy. It is intended to last for five years and is to run in parallel with the Second Five Year term of the Programme of Accelerated Industrial and Innovative Development. More than 100 foreign companies intend to participate in its implementation. The total investment portfolio will make 6 trillion tenge, with the state contributing 15 per cent of the total.
Kazakhstan owns a territory so vast it would tire the wings of a bird to fly over it. Thus, this plan requires huge funds and hard work. There is a saying: “If you want to know a nation’s prosperity look at its paths.” Road connections are of high importance, not only for travel, but also for the transportation of goods. In ancient times our big cities were located along the Great Silk Road.
Nowadays, all essential life depends on access to the main highways. Roads are the essence of life, the source of a modern existence. All the regions of Kazakhstan need to be closely connected by railroads, highways, and air services. The nine roads, connecting with each other in Astana are like the roots of life, spread our capital’s creative spirit. Improving interconnectivity between the regions will eventually lead to a greater domestic well-being.
It will strengthen trade and economic ties between the regions. There will be new markets emerging from inside the country. Therefore bringing together distant parts is the main focus of today’s address.
First, the development of transport and logistics infrastructure will be formed around regional hubs, connected through Astana as the central hub and backbone by highways, railways and airlines. But first, we need to implement the main road projects. They are Western China to Western Europe; Astana to Almaty; Astana to Ust-Kamenogorsk; Astana to Aktobe to Atyrau; Almay to Ust-Kamenogorsk; Karaganda to Zhezkazgan to Kyzylorda; Atyrau to Astrakhan.
It is also necessary to continue the creation of a logistical hub in the east and marine infrastructure in the west of the country. The large-scale ferry site from Kuryk and the railway line from Borzhakty to Yersai will contribute to the growth of exports to the west through ports in the Caspian Sea. I have ordered the Government to work on the construction or rental of terminals at dry and sea ports in China, Iran, Russia and the EU.

Second, development of industrial infrastructure. The implementation of infrastructure projects will produce big demand for construction materials, products and services for transport, communication, energy, housing and utility areas.
So, firstly, we need to complete our work on the formation of infrastructure in existing special economic zones.
The Government and the akims (governors) need to work in a timely manner to fill those zones with concrete projects. Secondly, they need to explore the possibility of constructing new industrial zones in regions aimed at the development of production facilities of SMEs and raising extra investments. Tourism infrastructure is a separate line. Its main advantage is the opportunity to create jobs. The creation of one job here costs 10 times less than in industry.
Third, the development of energy infrastructure. Extensive work has been carried out within the framework of the industrialisation programme in energy in the past five years. Nevertheless, limited transmission systems create a deficit of electric energy in the southern regions of the country and of natural gas in central and eastern regions.
We need to focus on two projects. To construct high voltage lines Ekibastuz – Semey - Ust-Kamenogorsk and Semey – Aktogai – Taldykorgan - Almaty. This will create a balanced energy supply from Kazakh power plants to all regions of the country.
Fourth, the modernisation of housing and utilities infrastructure and water and heat supply networks. The total demand for investments makes no less than 2 trillion tenge with annual allocation till 2020 from all sources of founding of no less than 200 billion tenge.
Today we see significant interest in investing in the modernisation of housing and utilities from the European Bank for Reconstruction and Development, the Asian Development Bank, the Islamic Development Bank and private investors. We need to ensure their maximum involvement through the provision of long-term investment rates.
Such projects should be co-funded by the state to prevent significant increases in rates. We should allocate up to 100 billion tenge each year to accelerate the level of modernisation in our heat and water supply systems, in addition to the funds already envisaged in the budget.
Fifth, the strengthening of housing infrastructure. The formation of urban centres is accompanied by a significant cross-flow of the population. This creates pressure on the labour market and city infrastructure, including on the housing fund. Therefore, our approach to construction of rental housing should be revised. The state will construct social housing to rent out and provide to the population for long term rent with the right to buy it. The provision of housing directly, without mediators, with low-interest loans will allow us to reduce the cost of acquisition. No first instalment and low mortgage interest will make housing more affordable for various strata of the people of Kazakhstan. Therefore, we will additionally increase funding of construction of rental housing for the amount of 180 billion tenge during 2015-2016.
Sixth, development of social infrastructure. We must resolve the issues of unfit schools and three-shift education, as we set out in our election platform. The funds envisaged in the 3 year budget do not let us to resolve this problem by 2017. Therefore, I have ordered the Government to allocate another 70 billion tenge. Another matter is the lack of kindergartens. I instruct to allocate an additional 20 billion tenge to reduce the deficit of places in preschools within 3 years. Akims must deal will this as much as possible and attract the private sector.
Ten higher education institutions were defined within the framework of the industrialisation programme based on which the link between science, economic sectors and personnel training will be ensured. I have ordered the Government to create the material and technical framework of these education institutions, allocating up to 10 billion tenge by 2017.
Seventh, we need to continue the work to support small and medium businesses and business activities. As of today, the 100 billion tenge from the National Fund aimed at supporting and crediting small and medium enterprises has been fully used. This allowed us to create more than 4,500 jobs. The demand for these funds exceeded the supply by 23 billion tenge. The unprecedented conditions providing credit for businesses at 6 per cent for 10 years were created. There were no such conditions in our country before. We should continue our work to develop small and medium businesses as a driver of economic growth and increase their share to 50 per cent of GDP by 2050. Therefore, we need to use credit facilities for small and medium businesses more effectively at the account of the ADB, EBRD, and the World Bank for the total amount of 155 billion tenge in 2015-2017.
The splendours of Kazakhstan: a marvel to the world!
Dear people of Kazakhstan,
The situation in the world economy makes it sufficiently hard to achieve our goals without extra financial resources.
There was a reason why we established the National Fund. It was mainly aimed at providing stable social and economic development, and protecting our country’s economy from unpredictable circumstances. Right now, it is high time to use this fund for our needs. Kazakhstan should avoid repeating the mistakes of other countries. We have to use our internal resources for economic growth efficiently.
I have made the decision regarding additional allocation of 3 billion US dollars from the National Fund for the period from 2015 to 2017. I have ordered the Government to prepare respective decisions for the allocation of funds from the National Fund and to take into account the required funds in the draft national budget for 2015 within a week. The Government should also undertake measures and ensure effective and rational use of these funds.
The commission created by me will strictly monitor the effective use of the funds and report to me personally. I will request a report about every tenge spent. Special responsibility is imposed on all the akims. Nur Otan must actively get involved into this work and to establish strict party control at all levels.
I am entrusting the Government with ensuring that National Fund resources are allocated efficiently and appropriately to the relevant areas. Every tenge will be under strict control. Nur Otan should take an active part in it, and monitor it closely for the party.
The investments from the National Fund must be accompanied by structural reforms in the economic sectors. We need to ensure joint implementation of projects with international financial organisations. For instance, the World Bank, the Asian Development Bank, the EBRD and the IDB are ready to allocate about 9 billion dollars for 90 priority projects. The allocated funds should support investment activities, prevent a drop in population’s income and stimulate the creation of new jobs. This will result in sustainable economic growth in the short and medium term.
Our education, health care and agriculture development programmes will continue. We will have a substantial discussion about this at the first extended meeting of the Government next year. The New Economic Policy “Nurly Zhol” is our global step on the path to become one of 30 most developed countries of the world.
All the necessary conditions for successful work have been created. Administrative reforms were carried out, and the new structure of the Government and executive power is working. Every minister knows what to do. We removed redundancy and unnecessary links in management. Akims have the necessary scope of authority. The regions have everything – programmes, resources, finances. Everybody is responsible for their area of work. They now need to knuckle down and set to work.
The New Economic Policy “Nurly Zhol” will become a driver of the growth in our economy during the coming years. 200,000 new jobs will be created by the construction of roads alone. And this means greater employment and growth of income for the population. “Nurly Zhol” will create a multiplier effect in other economic sectors: production of cement, metal, machinery, bitumen, equipment and related services. Roads are lifelines for Kazakhstan. Life has always emerged and developed in our vast expanses around roads. We must create such a transport network that car, railway and air lines stretch to all directions from Astana. Like arteries from the heart. Like rays from the sun.
The new lines built by the people of Kazakhstan will renew our economy and community. They will firmly link all the corners of our country with its centre. Cargo traffic will accelerate and increase. The volume of transit through the country will grow. Our citizens will drive on modern and quality highways, and will be able to get to any region quickly and safely. Social infrastructure will improve, new and modern schools and hospitals will provide high-quality services. Finally, this will affect the welfare and the quality of life of each citizen of Kazakhstan. And the main thing is all of this will remain in our land as wealth of our future generations.
Dear people of Kazakhstan,
There is large and important work in front of us. We must be united to pass this global exam. We must strengthen trust among all the people of Kazakhstan! Be tolerant to each other! These are keys to Kazakhstan’s future. Interethnic harmony is oxygen. We never notice it, when we breathe, we do it automatically – we just live. We must safeguard our unity and our interethnic harmony. No outsider can come and do this for us. Our young grow in a new and independent country. The younger generation did not witness interethnic war or conflict, the devastation of 1990’s. Many people perceive stability and comfortable life in Kazakhstan as something given since their birth.
For what are stability and harmony? It is family welfare, safety, a roof over our head. Peace is the joy of paternity and maternity, health of parents and happiness of our children. Peace is stable work, wages and feeling confident about the future. Peace and stability are the achievement of our entire population, which must be protected and reinforced by everyday hard work. I always say: the young are the foundation of our future. The state has opened up all the doors and all the paths to the new generation! Nurly Zhol is where our creative and dynamic young can invest their efforts and develop!
Next year we will solemnly celebrate 20 years since the adoption of the Constitution and the creation of the Assembly of the People of Kazakhstan. When we celebrate these dates, we should make the people of Kazakhstan spiritually stronger, united, and even more tolerant. I am convinced that our core principle – Kazakhstan, Only Ahead! – will sound in a new way and will acquire a deeper meaning at this new important turn of our history! I wish success and reaching new heights to all of you, because they will raise our Homeland even higher!

To follow this path we need to work hard, and to unite our efforts on the way to a brighter future. The Eternal Nation is a unifying force and an inexhaustible source of energy. It is the basis for not only the “Kazakhstan 2050” Strategy, but also the strong ideological foundation of Kazakhstan’s Statehood in the 21st century! The Eternal Nation is itself the source of a new Kazakhstan Patriotism. It is a great principle for the entire society of Kazakhstan.
Adoration for our historical past, pride for today’s fortunes, and faith in our blossoming future – are all covered by the powerful concept of “Mangilik El” (The Eternal Nation). Love for the fatherland is respect for the great legacy of our ancestors, keeping it as safe as the apple of your eye, making a contribution to its development, and passing it on to future generations. This is the ultimate goal of all Kazakhstan.
The foundation of the idea of the Eternal Nation runs very deep. Thirteen centuries ago, the sage Tonykok stated the “Eternal Nation is the goal of all Turkic people.” This means that our national idea, just as the roots of our nationhood, originates from our ancient history. The unity of the people, that’s what makes a viable national idea. Where there is no unity, and discord flourishes, no national ideas can ever come to life. Unity and prosperity are the main reasons for of the great success achieved by Kazakhstan.
Today, thanks to our respect for stability, we have managed great strides forward. Humiliating nobody, denying nobody’s language or cultural heritage, while giving all citizens equal opportunities, helps us strengthen the stability of our country. National unity must be our main treasure to pass on to future generations. We must nurture the concept of national values in the mind of every young person.

The European Council on Tourism and Trade high level delegation has toured Zimbabwe-WORLD BEST TOURIST DESTINATION IN 2014 and FAVORITE CULTURAL DESTINATION in order to express the European support for the development of tourism industry in Zimbabwe and clearly mark the fact that Zimbabwe has developed into the epitome of high class tourism in Africa.
The visit made between 28 May-6 June 2014 by an European delegation headed by H.E. Professor Dr. Anton Caragea, President of European Council on Tourism and Trade was destined to restart the bilateral relation between Europe and the Republic of Zimbabwe and the southern region of Africa, a region in full economic development and with a long tradition of partnership with our country.

In addition our country is adjudged by relevant experts to poses the best climate in the word making it: an attracting tourism destination all year around
All thou like anyone else we can experience dramatic climate conditions, the impact on us is not that devastating , Zimbabwe can conform his reputation as an ideal tourism destination, but destinations might be mere geographical entities, it have to be destinations with people, and it is the people that are making destination to worth the talk, and is therefore the people of Zimbabwe we should be praised for the destination to be as warm as is proofed to be, Zimbabwe together with many other countries in southern Africa has succeeded to preserved much of his natural biodiversity in both flora and fauna, indeed we are home to some of the
Of the most sought after and rare animals in the world, including the big five: the elephant- huge, the lion- feroces, the rhino-quiet, but harmful, the leopard-there is stealthy but also blood thirsty and buffalo.
Of all this, the one we say is the most friendly maybe the buffalo, it is the only one of them but it is just one but the others do not provide the thing that we want to eat. I don’t know if the lion is eatable, less still do I know if the rhino or leopard are eatable anywhere but the elephant is, I did not tasted before I was in the prison where they serve us with elephant meet, it but I can tell you that I never like it I never tasted it after prison. I was afraid and who could not be afraid to eat the elephant ?
Who would obviously not be frighten to eat the elephant?
I am indeed proud that the iconic physical tourist attraction that we have in the country that include: Victoria Falls, the Eastern Highlands, the Mana Pools and off course the Exfoliated Hills in Manicaland, all must have influence the European Council on Tourism and Trade to select out of 27 nominated country to select Zimbabwe as the winner of the BEST DESTINATION AWARD.
It is our capacity to give tourists from all the corners of the world access to all our country natural features, the opportunity for tourists to explore nature in his ecological environment, must have strongly contributed to ECTT decision to grant us the awards that we just received today.

While our country rich historical and cultural legacy has caught the et ye of ECTT, the venerable Great Zimbabwe, a fortified palatial complex that must have being build in 12 century, must played his part , the Great Zimbabwe from whom our great country is deriving his name is offering a rare insight into one of the greatest pre-colonial civilization of Africa and indeed a rare window into centuries of traditions.
Indeed countrymen, the winning of this award should must be a wakeup call to many, to realize the many historical treasures that we own.
How many of us are aware of the many historical treasure that we own ?
How many are aware that our national monuments in Manicaland are dating back from stone age period ?
Many of this natural sites, that are now on the list of UNESCO human heritage site, can and should be leveraged, to attract international visitors to Zimbabwe
I believe is equally important for our people both children and adults to know and visit this site, yes we can share them with world and can be said that that we hold them entrust for humanity , but they remain first and foremost our own, they defined our zimbabweness cultural diversity.
Cultural diversity in way of life and way of life showing itself in our interaction, marriages but much, much more pleasantly in song and dance and you heard today that diversity coming out from Reverend Damasani poetic rendering.
A gifted man indeed!
O gifted musician, but a gifted moralist, man of prayer, man of God,
We need to be thoroughly familiar with them and be proud with them. Some time I think that Zimbabweans are not knowing their country endowment, beside mineral gold, and precious stones, perhaps Ministry of Tourism and Hospitality should launch a know your Zimbabwe! , know yourself campaign!

I must pay a tribute to this young person they call Minister Mzembi, now the only surviving minister of tourism in Africa, or in the world, so he says
I rate him as one of my best ministers.
Foresight, full of brilliant ideas that are not remaining just in the mind, they take the form of action and practice.
Yes, he has gallivanted the world: East, West, North South, but every step he took, was to make better know Zimbabwe, two make the people better know, to make the reaches of Zimbabwe better known.
We still have so many not unknown, some of them where known and dig out, but thanks God we still have them and we start to discovering them for ourselves.
Let the world to know us and to know us fully: that we are a peaceful people but a proud people as well, and when it comes about natural resources s committed to be their owners, jealous of them.
Fighters against imperialism and colonialism because it wants to displace us, as in deed they have displaced us for nearly a century, and we are owners and in possession of our wealth.
A wealth that we discovered !
Even our past was sometime ugly, difficult for our ancestors, but let it be know our immediate past even as well as our contemporary history.
Is in this context that we emphasize the importance of our history of liberating Zimbabwe from colonial bondage and it is in this context that we want to emphasize the importance of writing the history because was not just the liberation of the people but the liberation of a people and their resources and their the tourist attraction as well.
Must people commemorate the major historical wars going back to centuries, our war of liberation was, only yesterday, comparatively specking, we should not risk erase it from our memories
But we should preserved our pride history
We won a great war the often pitted poorly armed, often shoeless peasants against experienced, well armed, ruffles mercenaries, but we won it, against all odds.
It was a people war, not just a ZANU ZAPU ZAMPLA ZIBRA war. No!
Those where fronts, fronts of the people of Zimbabwe in their diversity and thus where fronts of determined people, determined to fight for our people, their people, our people.
We should never forget our people together, whatever their cultural believes religious, cultural, political, they are our people and hence the need for the unity of our people, unity in diversity,
We need to enshrined all location of majors battles indeed and grow them into iconic attractions, that our visitors and our posterity will visit and value them for all time.
They become visiting places, tourist attraction.
They will naturally evoke memories, but they should never, even if they made us angry sometimes, they should never make us to want to fight again, but should make us to be always ready against the enemy, against thus who want to pull the same trick already that they put against us in 1890 lasting up to 1980 we say No. Never again!

When others are thinking at punishing us more, you are thinking of making us more a friend than enemy. We are thanking you; we are exuding with friendship and love for others who equally may exude with love and friendship to us.
It is that interaction of love, love of nations, and love of people that we in Zimbabwe we want to work for.
Let me conclude by saying that I ‘am greatly enthusiastic and appreciative and full of pride for all the decision taken by European Council on Tourism and Trade (ECTT) to give this awards to Zimbabwe.
If the countries that have win these awards in the past are anything to go by, the European Council on Tourism and Trade has a very powerful and transparent desire to draw all the world's attention to the tourism potential in developing countries

On the occasion of WORLD BEST TOURIST DESTINATION 2014 elections, the Academic Board of European Council on Tourism and Trade has decided to co-opt as his newest honorary academic member- Mr. Walter Mzembi, Minister of Tourism and Hospitality Industry of Zimbabwe.

The decision comes natural, as Minister Walter Mzembi succeeded in profusely supporting the successful candidature of Zimbabwe to the highest tourism honor- WORLD BEST TOURIST DESTINATION.
After being voted as WORLD BEST TOURIST DESTINATION FOR 2014, Zimbabwe has become the first African country to hold this honor, a sign of African resurgence and of closer ties with Europe.
The decision to award the HONORARY ACADEMICIAN TITLE has come not only after the successful Zimbabwe bid for WORLD BEST TOURIST DESTINATION AWARD, but in recognition of the extensive academic activity realized by Minister Walter Mzembi in the last span of time.
From the large list of academic qualification of Mr. Walter Mzembi the academic committee has appreciated his studies in: Mechanical Engineering, Diplomas in Business and Governance Studies (USA), Business Administration and Doctorate in management (Mexico) etc.
The decision was taken in consensus on 3rd of May 2014 and was communicated to Minister of Tourism and Hospitality Industry of Zimbabwe-Mr. Walter Mzembi in Harare on 29 May 2014.

To all the people of REPUBLIC OF ZIMBABWE,
H.E. Professor Dr. Anton Caragea delivering the speech for Zimbabwe-FAVORITE CULTURAL DESTINATION IN 2014.
I must say what a privilege is for the all mankind to honor a country that is becoming a FAVORITE CULTURAL DESTINATION.
It is also a great pleasure to address our salute to the majestic people of Zimbabwe, a people that with spirit and mettle have united the south of African continent in the peerless civilization of Great Zimbabwe, that had left to the mankind the legacy of an indelible civilization, with hundreds of monuments of historical and world patrimony relevance, a strong and proud people that had offered to the world heritage countless blessings.
Today when we celebrate Zimbabwe as a cultural and touristic power house, we must not forget that the main credit belongs, without a doubt, to the all people of Zimbabwe irrespective of their race, color, political or religious orientation that from 1979 onwards have been constructing, defying unfathomable difficulties, a life of dignity, liberty and tolerance in a free country.
Today, we come to share the good news that Africa, that recently celebrated 50 years of African unity, has reasserted herself and we come to honor a country of REBIRTH , OF RENAISSANCE, in a world that forgets that the main reason of tourism is imbuing the travelers into local culture, to immerse them in the discovery of the history, we come today to Harare honor a TRUE CULTURE.
In a world that is loosing the true values, we come today the honor a real TOURISTIC PATRIMONY, in a time in which to many speak and do not act for protecting historical sites and environmental riches, we come to honor THE SEVEN WONDER OF TOURISM, we come to honor the Republic of Zimbabwe.
We come in this place of Hope, in this place where almost 35 years ago the end of segregation, of exploitation and of colonialism was cried out into the open and confronted with a new name: Harare!
Here, in the city that never sleeps we have all gather to show our support for the values of humanity, of cultural driven tourism.
We are all here in the search for a country that offer to tourists a complete experience, a country that educates spirit, elevates soul and gives everybody a lesson in history and culture.
We all have found in ZIMBABWE the perfect teacher in tourism, offering to all tourists of the world the possibility of a safe, pleasurable and enlightening touristic experience.
Among the reasons leading to awarding FAVORITE CULTURAL DESTINATION IN 2014 title to REPUBLIC OF ZIMBABWE our report has taken under consideration:
- The promotion and support offered to a new concept of community natural protection supporting tourism friendly to nature, with low ecological impact and preservation of natural biodiversity and protection of endangered species and areas, especially rainforest south-African eco-climate.
- Offering to tourists the outstanding and pristine nature and the opportunity to explore nature, to contribute to ecological preservation and the opportunity to visit extraordinary space such as: the unique landscape of Victoria Waterfall, the National Parks as: Mana, Eastern Highlands from Manicaland, Mana Basins from West Mashonaland, Exfoliated Hills from Matebeland, Chilojo Cliffs, and Matobo Hills from Bulawayo etc.
- The preservation of an outstanding historical and cultural patrimony that comprises wonderful sites such as: cultural, historical and rich legacy of Great Kingdom of Zimbabwe, the preservation of the former capital of Shone Kingdom-Great Zimbabwe in Masvingo area with a world class fortification system and palatial complex from 12th century, these are offering a rare insight for tourists into one of the greatest civilization of pre-colonial Africa and a rare window into traditions of centuries.
- Today, REPUBLIC OF ZIMBABWE is creating and offering for tourists an open air museum, a rare collection of historical and archeological treasures that educate and enrich the world.
– The preservation of cultural and natural sites of world significance and value such as: Great Zimbabwe National Monument (added to UNESCO list in 1986), Khami Ruins National Monument (added to UNESCO list in 1986), Matobo Hills (added to UNESCO list in 2003), Mana Pools National Park, Sapi and Chewore Safari Areas (added to UNESCO list in 1984), Mosi-oa-Tunya / Victoria Falls and UNESCO candidate regions as:Ziwa national monuments dating from Stone Age period,make destination Zimbabwe to offer an incomparable contribution to the world legacy.
Based on these facts that can be completed with many others, The European Council on Tourism and Trade decided, unanimously, to declare REPUBLIC OF ZIMBABWE – FAVORITE CULTURAL DESTINATION in 2014.

We are here to award to Dr. Walter Mzembi, the Minster of Zimbabwe, the Academician status and Medal of Honor, by the European Tourism Academy.
Director of European Tourism Academy-Professor Dr. Mircea Constantinescu makes the laudatio for Walter Mzembi-Minister of Tourism of Zimbabwe.
We may say from the beginning that the curriculum vitae as well as the entire activity of dr. Walter Mzembi are remarkable and represent a very successful combination between high level knowledge and expertise, and efficient action implemented in different areas of the public service.
Dr. Walter Mzembi is a very resourceful person and a man of many talents.
His initial activity in the area of mechanical engineering, mining activity, water resources engineering, development and management, land resettlement and agro industrial management provided him with extensive knowledge and expertise. This is also a confirmation that his doctorate in management is well deserved.
The studies and diploma in Business and Governance studies of Dr. Walter Mzembi gave him credentials for being a knowledgeable member of the Zimbabwe government and of the different Parliamentary bodies and committees.
Dr. Walter Mzembi is at the same time a great patriot. He loves his country, Zimbabwe, and the people of Zimbabwe.
He put his enthusiasm, energy and knowledge in making a better life for the people and promoting the image of his country all over the world.

One may think that in a large and complex country like Zimbabwe, being a Minister of Tourism may be much easier than in other areas of activity. But what the international tourist visiting Zimbabwe nowadays might see is only the tip of the aisberg. Practically all the Zimbabwe economy is benefiting from and contributing to a successful tourism, making the tourism the third largest contributor to the Gross Domestic Product, after mining and agriculture sectors.
Dr. Walter Mzembi’s expertise in all these areas was extremely useful.
Mother Nature was generous with Zimbabwe. The numerous natural reservations represent a valuable asset and create a legal framework for preserving the natural resources and wonderful landscapes, as well as building a tourism structure. After our working trips and evaluations of many countries of the world, we know that only the beauty of a scenery does not make a tourist attraction and does not bring revenues to the people.
You need modern infrastructure, need people to provide services and stewardship, need financial and human resources, need communication and good will, and above all you need to be proud of your country.
Dr. Walter Mzembi knows all that, and since 2009 he and his team, with the support of the entire Zimbabwe government, developed and implemented a successful strategy for the Zimbabwe tourism.
Dr. Walter Mzembi is a born communicator and diplomat.
And this is not a pure laudation. The recognition of his merits in this area are confirmed by the appreciation of the Institute of Public Relations, by the African Travel Association, by the United Nations World Tourism Organization, by the Institute Of Cultural Diplomacy, and by many other national and international professional bodies.
But there are not the titles and diplomas that finally count, but the results, and Dr. Walter Mzembi, as Minister of Tourism of Zimbabwe got remarkable results since 2009. He realized that a continuous development of domestic tourism will not be enough. The tourism of Zimbabwe, as the entire Zimbabwe nation must be reconnected to the world.
It was not an easy task for a country that has been confronted with an unlawful isolation for more than a decade. The president Robert Mugabe, the Zimbabwe Government and Parliament, supported by all the Zimbabwe people, played and essential role in installing again Zimbabwe into the great concert of the nations.
Dr. Walter Mzembi was part of this continuous effort of communication and diplomacy inside and outside the country, and his role as Minister of Tourism was important and with remarkable results.
So there is almost no surprise that with remarkable personalities like Dr. Walter Mzembi, Zimbabwe was nominated as the 2014 Best Tourist Destination by the European Council on Tourism and Trade, award handed over by President Dr. Anton Caragea during an official ceremony.
As a recognition of his contribution to the development of Zimbabwe tourism, we are proud to hand over the title of Academician member of Honor and to bestow the Medal Of Honor to his Excellency Dr. Walter Mzembi, Minister of Zimbabwe tourism, and to congratulate his as the newest academician of our European Tourism Academy.

On 3 June 2014 in Harare-the capital of Republic of Zimbabwe the ceremony for awarding the world highest tourism prize has taken place in the presence of H.E. President Robert Gabriel Mugabe of Zimbabwe and H.E. Professor Dr. Anton Caragea-President of European Council on Tourism and Trade.
After the handing over ceremony of the most important honor that tourism industry can bestow for a country, now new opportunities arise for Zimbabwe tourism.
This wonderful world of opportunity for the people of Zimbabwe was opened by the 3 June mass ceremony held in Harare-Zimbabwe on the occasion of the official presentation of the highest tourism award of the world to the African country ( a premiere in the history of the award)

As always, the ceremony for WORLD BEST TOURIST DESTINATION AWARD is the embodiment of an idea and the universal proclamation of a country that succeeded in materializing this idea to the fullest.
Last year we concentrated on the idea that in the world of today, tourism is a causeway uniting knowledge and friendship, peoples and countries, a way to promote peace and understanding, a road that leads towards a better future for all.
We see the recipient of the WORLD BEST TOURISM AWARD, ZIMBABWE, not only standing for the idea of a resurrection of Africa and African people, but also symbolizing Africa’s determination to undertake the long journey to global significance.
We have also noted with great satisfaction that Zimbabwe has persistently viewed tourism as one of the pillars of its economy, going forward. Your successive economic blueprints, right up to the current one, the ZIMASSET, recognize the critical value-adding role that the tourism sector can play in your economy.
Your Excellency, we are aware that in 2013 you signed the United Nations World Tourism Organization’s Golden Book of Tourism. We must congratulate and commend you highly for signing that book. Yours was the 29th signature by various world statesmen throughout the globe, who have pledged their support for global tourism, with its critical role of promoting both the economic, as well as the social wellbeing of the world. Needless to say, tourism can do a great deal of social and economic good for Africa, including Zimbabwe.
Mr. President, in our consideration for whom to give this award to, we learnt, amongst many other facts about your country, of your economic model ensuring that local communities participate and benefit from enterprises that exploit and benefit from the conservation of bio-diversity of both flora and fauna, was born here. We are here to urge you along this course, because that makes Zimbabwe a steward of the earth’s flora and fauna, in its pristine condition, for the benefit and enjoyment of all humanity including Zimbabwe’s own posterity.
Your government’s well placed recognition of tourism as an important sector is also evident in your decision to create a stand-alone Ministry of Tourism and Hospitality Industry, back in 2009.
Even more fundamental for us, is your acknowledgement that tourism is a peace sector, constantly building bridges amongst the various peoples of the world.
Your recognition of this truth is evidenced, in part, by the support you have given your Minister of Tourism to travel the world, east and west, ensuring that this bridge between your country and the rest of the world remains intact and promote real people-to-people warmth and friendship.
It is not only for these philosophical reasons that we found your country worthy of this award, the fact is your country if well-endowed with historical and cultural features of great worth and value to all humanity. These range from the massive long-standing architectural structures of Great Zimbabwe monument, and others like it all over your country, to rock paintings and artefacts that symbolize early human civilization. Zimbabwe is indeed a destination of global note and the recognition of many of your country’s features as UNESCO Human Heritage sites says as much.
We did explain in great detail in our 3rd of May Press Release that we put out for this purpose, why we found Zimbabwe a deserving recipient of these awards, but my address would be amiss if I failed to refer to the well-known hospitality and peace- loving nature of the Zimbabwean people. It is quite appropriate that you position your people as one of the Seven Wonders that characterize Zimbabwe. Zimbabweans, both at home and in the diaspora, are generally well-known for their hard-work and cheerfulness – they are a wonder indeed.

Last but not least, Your Excellency, Ladies and Gentlemen, it is not only in Zimbabwe that we have found a naturally and culturally well-endowed destination, but it is here that we find an exceptional combination of peace and security, combined with a crime-free environment and an exceptionally hospitable people. Visitors here are bound to feel welcome, safe and secure, and that is probably the reason why the United Nations World Tourism Organization decided to hold the 20th Session of its General Assembly, which turned out to be its most successful, here in Zimbabwe at the magnificent Victoria Falls.
Your Excellency Mr. President, it is my great honor and privilege to hand over this title as an international recognition for all the people of Zimbabwe, all united in the service of protecting and preserving the historical and cultural heritage of your country, leveraging tourism and culture, in the service of the people of Zimbabwe.
This title is also a challenge because we now expect your country and people to hold what you have in trust on behalf of world culture and tourism. May this award be used to enhance the international standing of the Republic of ZIMBABWE-A WORLD OF WONDERS.
