Kazakhstan Ambassador meet with European Council on Tourism and Trade President(ECTT), Professor Dr. Anton Caragea for an official presentation of the 100 steps reform plan of Kazakhstan President.
The Ambassador outlined the significance and the importance of the message in a dialogue with ECTT President-Professor Dr. Anton Caragea and requested the academic analyses and an official point of view on the content of the document, that will be submitted for Kazakhstan people appreciation.
The document titled: 100 concrete steps set out by President Nursultan Nazarbayev to implement five institutional reforms is a concrete plan, proved the Kazakhstan President determination to carve out the creation of a developed state for all people of Kazakhstan.

This will be achieved by developing a professional civil service, ensuring rule of law, offering bases for industrialisation and economic growth and fostering national unity and identity by developing a patriotic act named Mangilik El (Eternal Nation).
After perusing the document,ECTT President-Professor Dr. Anton Caragea express his complete acquiescence to the program enunciated by H.E. Kazakhstan President-Nursultan Nazarbayev and highlighted the main features of what he called „a perfect program for a modern nation, a state belonging to XXI century”.
The academic staff of European Tourism Academy and European Council on Tourism and Trade, in agreement with other institutions and European academies, will start a process of complete and thoroughly examination and recommendations, so that the Five Institutional Reforms Program outlined by President Nursultan Nazarbayev to be recognized as a document of universal value and significance and to be offered as a template for development and national building across the world.
The program and documents, submitted by H.E. Kazakhstan Ambassador-Daulet Batrashev for Europe and world analysis, are reflecting the peerless manner in which President Nazarbayev is conducting the construction of an enlighten and modern state in Kazakhstan of today and his proposals can be considered as a document of world significance and authoritative development plan, concluded Professor Dr. Anton Caragea.
European Council on Tourism and Trade work will be connected with the implementation of the concept of development of the tourist industry by 2020 and establishment of regional tourist clusters: “Astana - the Heart of Eurasia”, “Almaty - Kazakhstan’s Free Cultural Zone”, “Unity of Nature and Nomadic Culture”, “The Pearl of Altai”, “Restoration of the Great Silk Road”, “the Caspian Gates”.
The meeting held between HE. Kazakhstan Ambassador-Daulet Batrashev and President-Professor Dr. Anton Caragea was the first official presentation of the Five Institutional Reforms Program of President Nursultan Nazarbayev to a world academic body.
The implementation of a number of technological projects is envisaged with European Council on Tourism and Trade expertise and support.
This include the creation of the large-scale internet project “Encyclopedia of Kazakhstan”, with European Tourism Academy high level competencies involved which will enable citizens and foreign tourists to discover more about the country. The portal will include 3D video tours of Kazakhstan, information on history and culture of the country, as well as interesting events.
The portal will act as Kazakhstan’s “business card”, as well as a national guide, a national wall of fame of citizens and a platform for online discussion on the model of European Journal of Tourism and Trade.

On the occasion of Addis Ababa Ceremony for WORLD BEST TOURIST DESTINATION FOR 2015, the European Council on Tourism and Trade President – Professor dr. Anton Caragea, had presented the principal speech outlining the reasons behind naming Ethiopia as the receiver of the world most prestigious tourism award.

H.E. Professor Dr. Anton Caragea proclaimes ETHIOPIA-WORLD BEST TOURIST DESTINATION IN 2015.
We have all gathered here, on the venue of WORLD BEST TOURIST DESTINATION CEREMONY to celebrate one of humanity most important achievements in the last centuries: and this is undoubtedly tourism.
Tourism had become, from just a tool for enjoyment and ludic preoccupation, a major part of human life.
Tourism is today an intricate part of our life, the need to share experiences, to search for unknown territories, to go further and further.
Tourism is inscribed in our fiber and it defines us, it make us human.
Tourism is now a major economic factor that helps countries to be developed and enrich themselves in more than just the economic point of view.
Countries and people’s are rediscovering themselves by tourism.
Cultures are resurrected, history is brought to life and people are enjoying new opportunities via tourism development.
An ambassador was considered, a few centuries ago, as a tourist entrusted with gathering knowledge and information’s about distant lands and in offering the image of his country to other people.
Today, in XXI century, all tourists are diplomats, building bridges of information, understanding and cooperation by simple experience of travel.

In this new world, where tourism is economy, is diplomacy and is shaping people’s and nations destiny, there is no more important moment as the moment when world tourism is choosing his World Best Tourist Destination.
In some years our choice is driven by consumerist arguments, and this is normal as tourism is after all a major economic factor, but some time our decision must lead the way for tourists to discover and rediscover new lands and new cultures and must be a signal of re-emphasizing the need to put history, patrimony, cultural legacy at the fore of our decision.

We must never forget the fact that: the main duty of tourism is to enrich the soul and capture the imagination of traveler.
This is the rationale, the driving force, underlined by our decision to hail Ethiopia as the World Best Tourist Destination for 2015.
Tourists that will select, in this year and in the years to come, Ethiopia as their pristine destination, will have the chance of immersing themselves in the land from where humanity once sprinkled.
Here is where our grandmother to all, started her journey, almost 4 million years ago.
Her name was Lucy-Dinkenesh -she is wonderful (in translation)- as is the tender Ethiopian name .
Here, in Ethiopia, tourists can reconnect with God, as both the Kingdom of Axum and his later hair-Lalibela made a point of honor in creating the Christianity cradle of Africa.
Here you can see God powerful deeds by the presence and ingenuity of Ethiopian people as in the stoned carved churches of Lalibela.
The legend goes that the angels themselves help the people build them and tourist with see that these angels still have a name and a face, in the faces of people of Ethiopia.

All this is making Ethiopia the ideal destination for people’s searching their connection with God, in quest for their peace of mind and soul or maybe just the beauty of religious artifacts.

Should I just recall that: this is the unique place where you can go in search of the Arch of the Covenant, as a modern Indiana Jones or just as a traveler searching for spiritual adventures?
Because thus is Ethiopia today: a spiritual adventure, a discovery trip that must not be overlooked and that is richly deserving the appellative of World Best Tourist Destination.
I will not linger too much on detailed description of all the UNESCO heritage sites existing in Ethiopia or on the long list of region and cities awaiting their inscription on world heritage list.
I will just emphasize how rare is a country offering such a diversity of cultural, historical and natural beauties as Ethiopia.
Here in Ethiopia you can find the cradle of humanity, cradle of religions, cradle of culture and why not? Cradle of agriculture.
We must not forget that thirty-six of world crops are originating from Ethiopia as their starting point in our food.
Let just imagine a world without coffee. I know is difficult, but without Ethiopia the long way of coffee would have not existed.
Ethiopia is not a distant place, you can discover it in any cup of cafe, in any taste of wheat or barley, they all must whisper to you: come to Ethiopia, come to where humanity started, come home !
Yes, in our decision to crown the jewel of Africa-Ethiopia as World Best Tourist Destination we did not forget for a moment that we are not encouraging people to go in a far or distant place.
No! We are just telling them to come home, to rediscover their roots, their house-Ethiopia.
We must also mark down Ethiopia as an example for tourism revenues distribution and to encourage tourist, travelers or just prospective tourists to invest in local artisans creations.
Tourism revenues are helping communities to develop, are helping people restarting their lives, protecting cultural landscape and historical legacy.
Coming as a tourist in Ethiopia is not just a self rewarding adventure, but is also an opportunity to make a responsible tourism, a fair trade tourism, supporting local communities and poor rural areas.
It is a perfect example of social tourism, that we must command and support and specially promote.
We are hailing Ethiopia also a Favorite Cultural Destination for 2015 and with good measure also, as we just inscribed as intangible cultural and tourism patrimony heritage the Ethiopian coffee ceremony and shimgalina-the specific Ethiopian concept of learning and amicability.
The coffee ceremony is not only celebrating the first coffee planted and presented to the world by Ethiopian people, but is also a ceremony destined to showcase the hospitality, the traditions, the desire to offer the best to travelers and passerby alike.
In this ceremony, we can observe the people character and way of treating with dignity and care their guests.
I must also remark another component of intangible cultural and tourism patrimony heritage of Ethiopia- the concept of shimgalina, offering another mark of inter-community dialogue and acceptance, of tolerance and friendship, that explains in full how Ethiopia can unite people’s, can give them the sense of historical unity and bind them together in love.
This concept is also a fundament of Ethiopian history and development, a secret to ingratiate in a polite and correct manner, that makes tourist feel at home in this wonderful country.
As Ethiopia is in itself a succinct compendium of humanity history and traditions, I could go one for hours, underlining the many reasons why crowning Ethiopia today as World Best Tourist Destination it is just a normal act of recognition.
The recognition of a country so rich in culture and promises for tomorrow, a nation that it becomes the embodiment of the tourism for the future, of the tourism for knowledge and experiences, of tourism that is leaving us richer in conscience and soul.
The story of Ethiopia continues and is writing today a new and remarkable page: the page of tourism and cultural success, the page of Ethiopia as WORLD BEST TOURIST DESTINATION FOR 2015.

It is my great honor and privilege to hand over this title as an international recognition for all the people of Ethiopia, all united in the service of protecting and preserving historical and civilization patrimony of your country, in fostering tourism and culture, in the service of the people of ETHIOPIA.

On 10th July 2015, in an official ceremony, Academician Mircea Constantinescu-Director of European Tourism Academy, had presented H.E. Prime Minister of Ethiopia-Mr. Hailemariam Desalegn with the insignia of honor and the certificate of honorary member of the academy.
In recognition of his contribution to the development of Ethiopian tourism, we are proud to hand over The Medal Of Honor to his Excellency Hailemariam, Prime Minister of the Federal Democratic Republic of Ethiopia and to recognize him as the newest academician member of the European Tourism Academy. this is the way in which Academician Mircea Constantinescu announced the acceptance of the newest meber of European Academy.
H.E. Prime Minister of Ethiopia-Mr. Hailemariam Desalegn presented with the insignia of honor and the certificate of honorary member of the academy.
The decision was taken on 25 June 2015 by the Academic Board of European Council on Tourism and Trade and announced in an official letter as a result of: Government of Ethiopia recognizing the importance of tourism as a key facilitator for the country development and international promotion, creating exemplary structures like Tourism Transformation Council, investing in infrastructure and capacity building, creating a special team under Your Excellency leadership for destination promotion and management and protecting the cultural, natural and historical patrimony of the country.
The full text of the admission in an academic institution is called laudation (from latin word-presentation) and we have the pleasure of presenting you with the text of laudation by Academician Mircea Constantinescu for H.E. Hailemariam Desalegn-Prime Minister of F.D.R of Ethiopia.
Mr. Prime Minister,
Your Excellencies, ladies and gentlemen, dear friends,
We are here to award to H.E. Hailemariam Desalegn, Prime Minister of the Federal Democratic Republic of Ethiopia the title of Honorary Member of European Tourism Academy.
Analyzing the curriculum vitae along with the activity of the Prime Minister Hailemariam we discover a complex person, a man of many talents, entirely dedicated to the development of his country, to the well being of the people of Ethiopia, dedicated to building a favorable image of Ethiopia in the midst of the international community.
His bachelor's degree in civil engineering, from Addis Ababa University, was fundamental for building a solid scientific education, giving him access to a high level knowledge and expertise.
The master degree, with Tampere University of Technology in Finland, gave him an European and international perspective upon the transfer of knowledge, expertise and technology.
Upon his return to Ethiopia, he served in different academic and administrative capacities, including the dean of the Water Technology Institute, for 13 years.
H.E. Hailemariam Desalegn loves his country and the people of Ethiopia. He learned how important the water resources are for a country, how important the expert management of such a vital resource is for the well being and the successful development of Ethiopia.
But for him it was not enough. He wanted more…He wanted to acquire knowledge of scientific management of the country, of its human resources and natural resources as well.
And he acquired all this, earning a MA in Organizational Leadership in California, from the best…

We will not analyze here the political activity of H.E., but taking actively part in the political life of his country, it gave him the opportunity to work with people of Ethiopia, to be in the middle of Ethiopia’s people, to efficiently communicate, and being able to implement at the high level management of the country activities, reflecting the reality of Ethiopia and the wishes of Ethiopian people.
His activity as Minister of Foreign Affairs was indeed a success. As a diplomat he presented to the world the image of a peaceful country, of many resources and beauties, with people that praise hospitality, open in a friendly manner to the international community.
There is no wonder that with all these credentials His Execellency was able to excellently perform as Prime Minister, running an activity at the top level, for the benefit of Ethiopia and Ethiopian people.
In the country’s general framework, tourism is a complex activity, and His Execellency understood that tourism is not only for tourists to enjoy the natural beauties and the cultural heritage of Ethiopia. Tourism is for also the people of Ethiopia, is for the development of the local communities, so that everyone will be able to enjoy all that a beautiful and resourceful country may offer.
As a final remark, His Execellency is working for many years at the highest level of the African Union, was able to have a general overview, as well as a personal contribution, to the most important African institution, bringing together people and countries, managing the trend for ever growing development and international recognition of the African continent.
In recognition of his contribution to the development of Ethiopian tourism, we are proud to hand over The Medal Of Honor to his Excellency Hailemariam, Prime Minister of the Federal Democratic Republic of Ethiopia and to recognize him as the newest academician member of the European Tourism Academy.

On June 25, 2015 the General Assembly of the European Council on Tourism and Trade (ECTT), has taken under consideration the list of candidates for WORLD BEST TOURIST DESTINATION for 2015.
Academician Dr. Mircea Constantinescu, Director of European Tourism Academy presented the list of candidates and the list of reports and accompanying reports for each of the 31 countries registered candidatures.
28 countries representatives analyzed the candidatures for WORLD BEST TOURIST DESTINATION IN 2015
Professor Dr. Mircea Constantinescu presented also the figures regarding previous award winner for 2014-The Republic of Zimbabwe who become the most sought after destination and the number one country in Africa, in term of tourism growth for last year.
Lao PDR- 2013 winner of WORLD BEST TOURIST DESTINATION- also crossed the 3 million tourist bench mark, surpassing all the countries in the region in terms of tourism, concluded Academician Mircea Constantinescu.
Afterword, the debate on the WORLD BEST TOURIST DESTINATION FOR 2015 started at the indication of ECTT President-Professor Dr. Anton Caragea.

On the debate for the WORLD BEST TOURIST DESTINATION AWARD FOR 2015, Professor Dr. Anton Caragea, President of European Council on Tourism and Trade (ECTT) presented a report titled: ETHIOPIA : THE PERFECT CULTURAL DESTINATION; THE LAND CHOSEN BY GOD !
He proposed ETHIOPIA as the winner of WORLD BEST TOURIST DESTINATION FOR 2015 and as receiver of the FAVORITE CULTURAL DESTINATION distinction for 2015.
The report noted the reasons for awarding WORLD BEST TOURIST DESTINATION FOR 2015 PRIZE to ETHIOPIA:
• The excellent preservation of humanity landmarks such as: ruins of the city of Aksum- the heart of ancient Ethiopia, Fasil Ghebbi- the residence of the Ethiopian emperors during the 16th and 17th century, Harar Jugol- 82 mosques, 102 shrines, and unique interior design in the townhouses, Lalibela- holy site encompassing eleven medieval stone carved churches from the 13th century, Konso Cultural Landscape (containing 55 kilometers of stonewalled terraces and fortified settlements), Lower Valley of the Awash-where humanity made his first steps and where was found the Eva of all mankind-Lucy fossil’s, Lower Valley of the Omo also containing fragments pertaining to early humanity development and the fossils of Homo Gracilis.
All this sites where recognized as being of world significance and registered as UNESCO World heritage monuments.

• The rich cultural and historical legacy of Ethiopia is not confined to the previous presented list: new prominent landmarks are added such as: Sheik Hussein Religious, Cultural and Historical Site, Melka Kunture- Paleolithic site in the upper Awash Valley, Gedeo Cultural and Natural Landscape, Bale Mountains National Park, Sof Omar Cave- the longest cave in Ethiopia at 15.1 kilometres long; and the longest system of caves in Africa-sacred for Islam and for local Oromo population.
In order to fully grasp the natural potential of Ethiopia natural parks and natural reservations we must look at the potential of Simien National Park garnering mountain peaks, deep valleys, and sharp precipices dropping about 1,500 m.
• The ambitious plan drafted by the Government of Ethiopia under the name of Poverty Reduction Strategy Paper (PRSP). Tourism as a tool for poverty eradication, for local community development and for economic independence is a successful strategy carved by H.E. Prime Minister Hailemariam Desalegn.
Community based, social oriented tourism, promoted by Prime Minister Hailemariam Desalegn, is a perfect way of sharing revenue, growing income and supporting marginal and rural communities development.
The way in which social-tourism has become the base for local economic development, providing benefits to communities, makes social-friendly tourism, the lesson that today-the REPUBLIC OF ETHIOPIA is offering to the world.
• Giving tourists access to outstanding and pristine nature and the opportunity to explore nature, to contribute to ecological preservation, and the opportunity to visit extraordinary places.

• The ongoing development and protection of cultural, religious and historical shrines of the Republic of ETHIOPIA , the transformation of Lalibela into a historical and spiritual centre, offering to the visitors a glimpse into rich culture and heritage of peoples of ETHIOPIA.

Senator Ionel Agrigoroaiei, Director of European Parliamentary Committee in the European Council on Tourism and Trade and Senator of Romanian Parliament stated the opinion of all present at ECTT conference and declared that the REPUBLIC OF ETHIOPIA is the deserving candidate, with a perfect record of promoting social-friendly tourism, ecological and poverty reduction strategy based on tourism, and asking for a unanimous vote in favor of the REPUBLIC OF ETHIOPIA.

The Office of the President of European Council on Tourism and Trade announced that H.E. Prime Minister of Ethiopia Mr. Hailemariam Desalegn has being consecrated as a WORLD LEADER OF TOURISM and as a member of European Tourism Academy for his “recognition of the role and significance of tourism on world stage”.

Increased regional cooperation, visa facilitation and the better promotion of European tourism are some of the topics, in focus, at the 8th Meeting of the European Tourism organization-European Council on Tourism and Trade, to be held in Bucharest, Romania, 25-26 June 2015.
Europe is the world’s most visited region and is the main source of outbound tourism to other destination, accounting for more than half of the world’s international travelers.
In 2014, international tourism in Europe had registered a major contribution to the economic recovery in the region: international tourist arrivals grew by 3% to reach a record 584 million, while international tourism receipts increased by 4% contributing US$ 509 billion (383 billion euro) to the European economies.
The 8th Meeting of the European Council on Tourism and Trade will be held at the Romanian Parliament and Professor Dr. Anton Caragea-President of European Council on Tourism and Trade will play host to representatives from 30 European countries and other tourism stakeholders in the region to discuss policy priorities and set the agenda for ECTT in the world in 2015-2016.

After obtaining the highest world tourism accolade in 2012, the nation island of Trinidad and Tobago becomes the only Caribbean nation that registered tourism increase in the region.

The ECTT President and his tourism and diplomatic delegation had start the Silk Road discovery tour in Almaty, the city of apples as is world renowned, the candidate city for World Winter Olympics in 2022.
The delegation had being presented by the Governor of the region (Akim) with an overview of the city developments plans and touristic opportunities.
A rich cultural program was carved for European delegation benefit with sightseeing including: State Museum of History, Almaty Art Gallery, city landmarks and a tour of winter sports facilities of Medeu and Shymbulak.

European Council on Tourism and Trade high level delegation opens his visit on SILK ROAD with a three -day stop over in Almaty, on Monday April 20, 2015, to observe the potential role of the city as the starting point of SILK ROAD touring program.
It is worth mentioning that Almaty is also a strong candidate for World Winter Olympics of 2022.
Almaty-the starting point of ECTT Silk Road visit in Kazakhstan
The visit is part of a larger tour to assess the region role in international tourism and the chances to revive a Silk Road of tourism in XXI century with the support of European Council on Tourism and Trade prowess.
Almaty, known as the gate to the ancient Silk Road and crossroad between Europe and Asia, is competing against Beijing in a race that was reduced to two candidates after the withdrawal of four bidders because of financial and political concerns.

During two days (20-22 March 2015), European Council on Tourism and Trade had become the capital center of sparkling wine makers and sparkling wine lovers in search of the best sparkling wines that Europe and the world can offer.
Good Wine March 2015 edition, had offered for a delegation of wine experts, parliamentarians and diplomats from European Council on Tourism and Trade the opportunity to taste and appreciate the European sparkling wines on display and to carve up a top of Best European Sparkling Wines of 2015.

In order to promote and protect the winemaking legacy of Europe, two times a year, ECTT is organizing an International Wine and Tourism Fair.
The first of this year events was held beginning with 21 March 2015 at the Romexpo Hall in Bucharest.
On this occasion, Professor Dr. Anton Caragea-President of European Council on Tourism and Trade, accompanied by a delegation of parliamentarians and diplomats had opened the Venue and visited the stand of CASA DE VINURI COTNARI (COTNARI HOUSE OF WINE) the creator of EUROPEAN DIPLOMATIC WINE for 2015.
COTNARI HOUSE OF WINE had presented, on the opening of International Wine Fair GoodWine, a selection of the best wines of 2015: the BUSUIOACA DE BOHOTIN (Bohotin Basilicum)-COLLOQUIUM IN PARIS wine, who conquered the public with his pungent aroma, fine pearled image and the apple and fruity dominated taste a wine nearing perfection and marked with 98 points out of 100 for the flowery flavor.
The wine presentation continued with another star of COTNARI-DIPLOMATIC WINE: the Rose Wine from Dominium (Domenii) series of COTNARI HOUSE OF WINE and the Black Girly (Feteasca Neagra) from Dominium, launched in the spring of 2014.
Was presented also a wine preferred by European tasters: the special Fat Lady of Cotnari (Grasa de Cotnari) a wine that conquered all hearts by his long-lasting aroma, fine taste and technological mastery.

The BUSUIOACA DE BOHOTIN (Bohotin Basilicum)-by COTNARI HOUSE OF WINE was undoubtedly the Queen of the festivity.
The international recognitions had poured on the BUSUIOACA DE BOHOTIN: noted as the perfect European Wine in December 2014 and voted by the diplomatic committee in December 2014 at Good Wine, as the BEST EUROPEAN WINE in 2015, it catches the eyes of all the visitors and lovers of good wine.
THE COTNARI HOUSE OF WINE had presented also the celebrated national wine assortment: Feteasca Neagra in two separate editions.
One, under the brand of Domains (Domenii) and a special and unique surprise the presentation of the new FETEASCA NEAGRA of 2014 both united by a perfect mastery of the tannins, a perfect maturity potential that is promising a good evolution in the bottle and will offer full enjoyment to the consumers for many years to come.
The guests present on the venue, crowded to taste the Busuiaca de Bohotin-THE BEST EUROPEAN WINE FOR 2015, and awarded by The European Council on Tourism and Trade with the title of European Diplomatic Wine, the European representation wine.

On March 18, 2015 will be celebrated for the second time, across the world, the International Day of World Protected Areas and National Parks.
After being held for the first time last year at the indications of European Council on Tourism and Trade Last, efforts are made to proclaim it as the International Day at the 70th General Assembly of United Nations (UN).
In 2014 the day was dedicated to the efforts in tourism and environmental protection of Peoples Democratic Republic of Laos and in 2015 the model of tourism and protection of national parks of Zimbabwe will be highlighted.
The Day of 18 March is to be marked every year to underline the importance of world protected areas and natural parks in the conservation of bio-diversity, in promoting environmental protection and awareness and avoiding economic exploitation and depletion of this areas.

According to the decision from 18 March 2013 of European Council on Tourism and Trade President Office, each year on 18 March, the world will celebrate world protected areas and natural parks and will raise awareness of the importance of every country establishing such areas and register them in a word data base and to control the economic activities in this areas and also support and promote tourism in this areas as a powerful economic promotion tool.
The decision decree of European Council on Tourism and Trade President, Professor Dr. Anton Caragea remarks the fact that: 18 March is a day of action, for the establishment and protection of world natural areas, for the promotion of bio-diversity, as a powerful promotion tool for tourism activities.
Also is worth considering that according to the executive order, all the tourism prizes and recognition offered by European Tourism Organization will have to incorporate the respect for world protected areas and natural parks.
The country celebrated today across Europe is the Republic of Zimbabwe, the receiver of WORLD BEST TOURIST DESTINATION AWARD for 2014.
Zimbabwe had actively tackled the issue of natural areas protection and the title was regarded as an encouragement for continuing actions on the field of world natural protected areas.
The 2015 recipient of WORLD BEST TOURIST DESTINATION will also have to endeavor to promote bio-diversity protection or to support the establishment of natural protected areas and parks, as a tool for protecting nature and supporting sustainable development stated Professor Dr. Anton Caragea.
The event held on 18 March 2015, had united under the title of International Day of World Protected Areas and National Parks more than 26 ambassadors and diplomatic envoys to the headquarter of European Council on Tourism and Trade.
The event contained a speech by Professor Dr. Anton Caragea, ECTT President reflecting the importance of world protected areas and natural parks, the screening of a movie regarding ZIMBABWE- WORLD BEST TOURIST DESTINATION FOR 2014 achievements on the field of natural conservation.
Other allocutions where held by Academician Mircea Constantinescu, European MP`s: Steliana Miron, Ionita Dan, Marcel Dumitru Bujor etc. and by presentations of the environmental situation in their country held by the ambassadors of Morocco, Malaysia, Macedonia and Cyprus etc.
The second world celebration of International Day of World Protected Areas and National Parks, inspired by Professor Dr. Anton Caragea-Goodwill Ambassador for World Protected Areas and National Parks was dedicated to attract the world attention to the issue of establishing and protecting natural areas and parks for the benefit of future generation and as an intricate part in sustainable development and in tourism development.
In the concluding part of the meeting a congratulatory message was adopted to President Robert Mugabe of Zimbabwe, the receiver of WORLD BEST TOURIST DESTINATION AWARD IN 2014 and the President of African Union urging further cooperation on tourism and environmental issues.

After the tasting session, the final selection, based on the evaluation of wine types, had comprised on the III-rd place: Feteasca Alba (White Girly) and Feteasca Neagra (Black Girly).
On the second place, the commission had appreciated the aroma and taste of the unique Grasa de Cotnari and finally the first place was given to the aromatic wines from Tămâioasă Românească and Busuioacă de Bohotin assortments.
The final phase of the competition had decided the winners as being on the III-rd place, the only red wine from COTNARI HOUSE OF WINES production was selected the dry Feteasca Neagra (Black Girl) from Dominium Cotnari.
The second place goes to the Grasa de Cotnari, special creation of COTNARI-HOUSE OF WINES, Colloquium Collection.
On the second place, the jury had appreciated the extreme aroma and complexity of the unique Grasa de Cotnari, dry made and finally the first place-DIPLOMATIC WINE has gone to the rosy, profusely aroma and the round and perfect taste of the Busuioaca de Bohotin-Colloquium in Paris.
Senator Ionel Agrigoroaei, prominent member of the European Council on Tourism and Trade, present on the rostrum of the ceremony, had stated that for him, as a Senator from Iasi county, he is extremely touched and proud that Moldavian wines, the Cotnari wines, where highly appreciated and noted by diplomats and is appreciative that, from today, the COTNARI HOUSE OF WINES products will be tasted in the entire world.

On 26 of November 2014 the President of European Council on Tourism and Trade (ECTT) and Kazakhstan Ambassador-Daulet Batrashev discuss the new economic policy of Kazakhstan centred on the development of tourism, infrastructure and trade and publicly announced by Kazakhstan President-Nursultan Nazarbayev on 11 November 2014.

Nurly Zhol – The Path to the Future
President Nursultan Nazarbayev a pillar of stability and the creator of modern Kazakhstan
The world is facing new challenges and threats today. The world economy has still not recovered from consequences of the global financial and economic crisis. The recovery continues at a very slow and uncertain pace, and some countries remain in decline. The geopolitical crisis and the sanctions policy of the leading powers create an additional obstacle for the recovery of the world economy.
From my experience, I feel that the years to come will become the time of global trials. The entire architecture of the world will be changing. Not all countries will be able to get through these complications in a decent manner.
Only strong states, with their people united, will manage to do that. Kazakhstan, as a part of the world economy and a country located very close to the epicentre of geopolitical tensions, is experiencing negative pressure from all these challenges. We see the results: prices in global markets are dropping, and general economic growth is slowing down.
As is known, the forecasts of the development of the global economy for 2014 and the next two years were revised downward by the International Monetary Fund and the World Bank. That means we need to revise our own plans, and make adjustments for the coming period. There is no time for hesitation. The measures I will talk about today will be implemented from January 1, 2015. We must promptly take all the possible measures to prevent negative trends.
Today the Government is already working quickly at my order. We have revised the parameters of the republic’s budget for 2015. And this is right, as the drop in prices of our export raw materials has led to the reduction of the flow of money to our income. At the same time, the Government have a tough yet specific task: it must fulfil all social liabilities in full.
In a crisis, as we’re seeing the world over, economic policies must be re-evaluated. The sectors that need support are those which create the highest multiplier effect on economic growth and employment. We have already had such an experience. Suffice it to recall our successful anti-crisis measures in 2007-2009. As you see, life makes adjustments to the best laid plans. And we should add new content to the platform of our party based on today’s reality.
On my orders, the Government has completed the development of a new large-scale development programme. Today, as we respond to the challenges we face, I proclaim Kazakhstan’s New Economic Policy “Nurly Zhol” (The Bright Road). This is what I devote my state-of-the-nation address for 2015. The policy will have a counter-cyclical character and will be aimed at continuing structural reforms in our economy. What does this mean?
Over the years, when the situation in external markets was favourable, and the price of oil and our export products were at sufficiently high level, we diverted revenues from those exports to the National Fund. One of the main tasks of the National Fund is to increase resistance of our economy to external shocks, including when prices of natural resources drop.
We were putting income from extraction and sales of raw materials into this Fund during all these years. We used 10 billion US dollars out of the National Fund to fight the crisis of 2007-2009. As for the rest of the money, we have not spent it. We saved and multiplied it. Now we are in the period when we must use these reserves. They will help overcome uneasy times and stimulate the growth of our economy. These resources are not intended for short-term measures. We will spend them on the transformation of our economy, namely – the development of transport, energy, industrial and social infrastructure, and small and medium businesses.
In February, a decision was made to allocate one trillion tenge from the National Fund to support economic growth and employment in 2014-2015 in two tranches of 500 billion tenge. To finalise the initiated projects and resolve pressing issues, I have instructed the Government to divert the second tranche of 500 billion tenge from the National Fund to the following goals:
First, 100 billion tenge should be additionally allocated to issue easy-term loans to small and medium businesses, as well as large enterprises. This will secure the implementation of projects in the food and chemical industries, engineering, as well as the service sector.
Second, to revive the banking sector and buy out “bad” loans, I have ordered additional capitalisation of the Fund of Problem Loans in the amount of 250 billion tenge in 2015.
Third, to raise new investments, we need to improve respective conditions. For these purposes, I have ordered the government to allocate 81 billion tenge in 2015 to complete the construction of the “dry port” complex, the infrastructure of the special economic zones at Khorgos – East Gate and the National Industrial Petrochemical Technological Park in Atyrau and Taraz.
Fourth, to continue the construction of the EXPO-2017, I have ordered the allocation of 40 billion tenge in 2015 adding to the already allocated 25 billion tenge.
Fifth, on the eve of EXPO-2017, we need to take care of the development of Astana’s transport infrastructure. This year the capital airport will reach its maximum capacity – 3.5 million people. Therefore, to increase its potential, I have ordered the allocation in 2015 of 29 billion tenge on the construction of a new terminal and a reconstruction of the landing strip. This will allow us to increase airport capacity to 7.1 million of passengers per year by 2017.

Dear people of Kazakhstan,
In view of new external risks for the development of our economy, we need new initiatives to stimulate business activity and employment. The Infrastructure Development Plan, which I want to make public today, will become the core of the New Economic Policy. It is intended to last for five years and is to run in parallel with the Second Five Year term of the Programme of Accelerated Industrial and Innovative Development. More than 100 foreign companies intend to participate in its implementation. The total investment portfolio will make 6 trillion tenge, with the state contributing 15 per cent of the total.
Kazakhstan owns a territory so vast it would tire the wings of a bird to fly over it. Thus, this plan requires huge funds and hard work. There is a saying: “If you want to know a nation’s prosperity look at its paths.” Road connections are of high importance, not only for travel, but also for the transportation of goods. In ancient times our big cities were located along the Great Silk Road.
Nowadays, all essential life depends on access to the main highways. Roads are the essence of life, the source of a modern existence. All the regions of Kazakhstan need to be closely connected by railroads, highways, and air services. The nine roads, connecting with each other in Astana are like the roots of life, spread our capital’s creative spirit. Improving interconnectivity between the regions will eventually lead to a greater domestic well-being.
It will strengthen trade and economic ties between the regions. There will be new markets emerging from inside the country. Therefore bringing together distant parts is the main focus of today’s address.
First, the development of transport and logistics infrastructure will be formed around regional hubs, connected through Astana as the central hub and backbone by highways, railways and airlines. But first, we need to implement the main road projects. They are Western China to Western Europe; Astana to Almaty; Astana to Ust-Kamenogorsk; Astana to Aktobe to Atyrau; Almay to Ust-Kamenogorsk; Karaganda to Zhezkazgan to Kyzylorda; Atyrau to Astrakhan.
It is also necessary to continue the creation of a logistical hub in the east and marine infrastructure in the west of the country. The large-scale ferry site from Kuryk and the railway line from Borzhakty to Yersai will contribute to the growth of exports to the west through ports in the Caspian Sea. I have ordered the Government to work on the construction or rental of terminals at dry and sea ports in China, Iran, Russia and the EU.

Second, development of industrial infrastructure. The implementation of infrastructure projects will produce big demand for construction materials, products and services for transport, communication, energy, housing and utility areas.
So, firstly, we need to complete our work on the formation of infrastructure in existing special economic zones.
The Government and the akims (governors) need to work in a timely manner to fill those zones with concrete projects. Secondly, they need to explore the possibility of constructing new industrial zones in regions aimed at the development of production facilities of SMEs and raising extra investments. Tourism infrastructure is a separate line. Its main advantage is the opportunity to create jobs. The creation of one job here costs 10 times less than in industry.
Third, the development of energy infrastructure. Extensive work has been carried out within the framework of the industrialisation programme in energy in the past five years. Nevertheless, limited transmission systems create a deficit of electric energy in the southern regions of the country and of natural gas in central and eastern regions.
We need to focus on two projects. To construct high voltage lines Ekibastuz – Semey - Ust-Kamenogorsk and Semey – Aktogai – Taldykorgan - Almaty. This will create a balanced energy supply from Kazakh power plants to all regions of the country.
Fourth, the modernisation of housing and utilities infrastructure and water and heat supply networks. The total demand for investments makes no less than 2 trillion tenge with annual allocation till 2020 from all sources of founding of no less than 200 billion tenge.
Today we see significant interest in investing in the modernisation of housing and utilities from the European Bank for Reconstruction and Development, the Asian Development Bank, the Islamic Development Bank and private investors. We need to ensure their maximum involvement through the provision of long-term investment rates.
Such projects should be co-funded by the state to prevent significant increases in rates. We should allocate up to 100 billion tenge each year to accelerate the level of modernisation in our heat and water supply systems, in addition to the funds already envisaged in the budget.
Fifth, the strengthening of housing infrastructure. The formation of urban centres is accompanied by a significant cross-flow of the population. This creates pressure on the labour market and city infrastructure, including on the housing fund. Therefore, our approach to construction of rental housing should be revised. The state will construct social housing to rent out and provide to the population for long term rent with the right to buy it. The provision of housing directly, without mediators, with low-interest loans will allow us to reduce the cost of acquisition. No first instalment and low mortgage interest will make housing more affordable for various strata of the people of Kazakhstan. Therefore, we will additionally increase funding of construction of rental housing for the amount of 180 billion tenge during 2015-2016.
Sixth, development of social infrastructure. We must resolve the issues of unfit schools and three-shift education, as we set out in our election platform. The funds envisaged in the 3 year budget do not let us to resolve this problem by 2017. Therefore, I have ordered the Government to allocate another 70 billion tenge. Another matter is the lack of kindergartens. I instruct to allocate an additional 20 billion tenge to reduce the deficit of places in preschools within 3 years. Akims must deal will this as much as possible and attract the private sector.
Ten higher education institutions were defined within the framework of the industrialisation programme based on which the link between science, economic sectors and personnel training will be ensured. I have ordered the Government to create the material and technical framework of these education institutions, allocating up to 10 billion tenge by 2017.
Seventh, we need to continue the work to support small and medium businesses and business activities. As of today, the 100 billion tenge from the National Fund aimed at supporting and crediting small and medium enterprises has been fully used. This allowed us to create more than 4,500 jobs. The demand for these funds exceeded the supply by 23 billion tenge. The unprecedented conditions providing credit for businesses at 6 per cent for 10 years were created. There were no such conditions in our country before. We should continue our work to develop small and medium businesses as a driver of economic growth and increase their share to 50 per cent of GDP by 2050. Therefore, we need to use credit facilities for small and medium businesses more effectively at the account of the ADB, EBRD, and the World Bank for the total amount of 155 billion tenge in 2015-2017.
The splendours of Kazakhstan: a marvel to the world!
Dear people of Kazakhstan,
The situation in the world economy makes it sufficiently hard to achieve our goals without extra financial resources.
There was a reason why we established the National Fund. It was mainly aimed at providing stable social and economic development, and protecting our country’s economy from unpredictable circumstances. Right now, it is high time to use this fund for our needs. Kazakhstan should avoid repeating the mistakes of other countries. We have to use our internal resources for economic growth efficiently.
I have made the decision regarding additional allocation of 3 billion US dollars from the National Fund for the period from 2015 to 2017. I have ordered the Government to prepare respective decisions for the allocation of funds from the National Fund and to take into account the required funds in the draft national budget for 2015 within a week. The Government should also undertake measures and ensure effective and rational use of these funds.
The commission created by me will strictly monitor the effective use of the funds and report to me personally. I will request a report about every tenge spent. Special responsibility is imposed on all the akims. Nur Otan must actively get involved into this work and to establish strict party control at all levels.
I am entrusting the Government with ensuring that National Fund resources are allocated efficiently and appropriately to the relevant areas. Every tenge will be under strict control. Nur Otan should take an active part in it, and monitor it closely for the party.
The investments from the National Fund must be accompanied by structural reforms in the economic sectors. We need to ensure joint implementation of projects with international financial organisations. For instance, the World Bank, the Asian Development Bank, the EBRD and the IDB are ready to allocate about 9 billion dollars for 90 priority projects. The allocated funds should support investment activities, prevent a drop in population’s income and stimulate the creation of new jobs. This will result in sustainable economic growth in the short and medium term.
Our education, health care and agriculture development programmes will continue. We will have a substantial discussion about this at the first extended meeting of the Government next year. The New Economic Policy “Nurly Zhol” is our global step on the path to become one of 30 most developed countries of the world.
All the necessary conditions for successful work have been created. Administrative reforms were carried out, and the new structure of the Government and executive power is working. Every minister knows what to do. We removed redundancy and unnecessary links in management. Akims have the necessary scope of authority. The regions have everything – programmes, resources, finances. Everybody is responsible for their area of work. They now need to knuckle down and set to work.
The New Economic Policy “Nurly Zhol” will become a driver of the growth in our economy during the coming years. 200,000 new jobs will be created by the construction of roads alone. And this means greater employment and growth of income for the population. “Nurly Zhol” will create a multiplier effect in other economic sectors: production of cement, metal, machinery, bitumen, equipment and related services. Roads are lifelines for Kazakhstan. Life has always emerged and developed in our vast expanses around roads. We must create such a transport network that car, railway and air lines stretch to all directions from Astana. Like arteries from the heart. Like rays from the sun.
The new lines built by the people of Kazakhstan will renew our economy and community. They will firmly link all the corners of our country with its centre. Cargo traffic will accelerate and increase. The volume of transit through the country will grow. Our citizens will drive on modern and quality highways, and will be able to get to any region quickly and safely. Social infrastructure will improve, new and modern schools and hospitals will provide high-quality services. Finally, this will affect the welfare and the quality of life of each citizen of Kazakhstan. And the main thing is all of this will remain in our land as wealth of our future generations.
Dear people of Kazakhstan,
There is large and important work in front of us. We must be united to pass this global exam. We must strengthen trust among all the people of Kazakhstan! Be tolerant to each other! These are keys to Kazakhstan’s future. Interethnic harmony is oxygen. We never notice it, when we breathe, we do it automatically – we just live. We must safeguard our unity and our interethnic harmony. No outsider can come and do this for us. Our young grow in a new and independent country. The younger generation did not witness interethnic war or conflict, the devastation of 1990’s. Many people perceive stability and comfortable life in Kazakhstan as something given since their birth.
For what are stability and harmony? It is family welfare, safety, a roof over our head. Peace is the joy of paternity and maternity, health of parents and happiness of our children. Peace is stable work, wages and feeling confident about the future. Peace and stability are the achievement of our entire population, which must be protected and reinforced by everyday hard work. I always say: the young are the foundation of our future. The state has opened up all the doors and all the paths to the new generation! Nurly Zhol is where our creative and dynamic young can invest their efforts and develop!
Next year we will solemnly celebrate 20 years since the adoption of the Constitution and the creation of the Assembly of the People of Kazakhstan. When we celebrate these dates, we should make the people of Kazakhstan spiritually stronger, united, and even more tolerant. I am convinced that our core principle – Kazakhstan, Only Ahead! – will sound in a new way and will acquire a deeper meaning at this new important turn of our history! I wish success and reaching new heights to all of you, because they will raise our Homeland even higher!

To follow this path we need to work hard, and to unite our efforts on the way to a brighter future. The Eternal Nation is a unifying force and an inexhaustible source of energy. It is the basis for not only the “Kazakhstan 2050” Strategy, but also the strong ideological foundation of Kazakhstan’s Statehood in the 21st century! The Eternal Nation is itself the source of a new Kazakhstan Patriotism. It is a great principle for the entire society of Kazakhstan.
Adoration for our historical past, pride for today’s fortunes, and faith in our blossoming future – are all covered by the powerful concept of “Mangilik El” (The Eternal Nation). Love for the fatherland is respect for the great legacy of our ancestors, keeping it as safe as the apple of your eye, making a contribution to its development, and passing it on to future generations. This is the ultimate goal of all Kazakhstan.
The foundation of the idea of the Eternal Nation runs very deep. Thirteen centuries ago, the sage Tonykok stated the “Eternal Nation is the goal of all Turkic people.” This means that our national idea, just as the roots of our nationhood, originates from our ancient history. The unity of the people, that’s what makes a viable national idea. Where there is no unity, and discord flourishes, no national ideas can ever come to life. Unity and prosperity are the main reasons for of the great success achieved by Kazakhstan.
Today, thanks to our respect for stability, we have managed great strides forward. Humiliating nobody, denying nobody’s language or cultural heritage, while giving all citizens equal opportunities, helps us strengthen the stability of our country. National unity must be our main treasure to pass on to future generations. We must nurture the concept of national values in the mind of every young person.
